Have a license requirement for dog electric collars

The use of shock collars to stop dogs from barking is inhumane and ineffective. It has been said that shock collar will not hurt dogs, but there are people who try it on themselves and conclude otherwise. If the shock collar does not hurt a dog, then it cannot stop the barking in the first place. Shock collar should be the tool of professional dog trainers, not inexperienced users. The undersigned request that there should be a license for each shock collar being bought. The buyers must provide information about themselves, what they know about shock collars, and the physical conditions of their dogs to prevent misuse due to misinformation.
