High car insurance premiums in Ontario

Ontario is killing the livelihoods of decent Canadians who drive without any incidents or are new to the country.  Why are insurance companies rates so high compared to other provinces or other parts of the world who have had cases of fraud, but have absorbed those costs or investigated claims to the 'n'th degree to the extent they are not approved.  I bet many people are not paying insurance and hoping they have no accidents just to survive, due to the high price of car insurance.  The province should be putting more money in the pockets of the taxpayer, not in the pockets of corporations based on high historical fraudulent activities that I am guessing have now been reduced.  If you have cheaper insurance, maybe more people will insure themselves
