Introduce Swimming Pool Safety Laws in Spain

When he was 20 months old my own son fell in a pool and was rescued by his brother. He could well have ended up as a statistic in this report.
We feel the Spanish government should introduce and implement laws which would require all swimming pools, private and public, to be protected in some way. This is to prevent unsupervised access to water for children of 5 years old and under.
France has a set of laws which require all swimming pools to be protected by safety fencing, safety covers or an enclosure. We feel a set of similar laws should be introduced throughout Spain to protect children of all nationalities who either reside, or holiday in Spain.
There are numerous drownings reported in the media every year which could well be avoided if safety measures such as fencing, covers or enclosures were enforced. Parents are often inaccurately criticized in the media if an accident occurs as statistics show it is rarely the fault of a parent if something happens. Parents should have this support to keep their children safe if their attention is diverted momentarily.
Spain is currently under pressure from the EU to improve their current legislation to protect children around water.
We believe they should act now to ensure children's safety and save lives.
