Herbert Blakeney # FB-5713 (aka) Luqman Bilal a Pennsylvania death-row prisoner, framed for a murder he witnessed by a Harrisburg police officer in Feb. 2000. I'm this day calling you the World to sign our on-line petition to the Courts, Law makers, Judges and Media .Let them know the World is watching and monitoring these litigations for full disclosure, fairness, accuracy and accountability. Blakeney is fighting for his life on PA. death-row in his most recent episode of litigation , a criminal complaint for perjury charges against principal witnesses in his Capital case murder conviction that the Government wants to hide, sabotage and destroy: # 384 MD2003, MISCELLANEOUS DOCKET ENTRY. Charges: PERJURY, OBSTRUCTION OF JUSTICE and FALSE SWEARING IN OFFICAL MATTERS : and further, failure to disclose Presiding Judge JOHN F. CHERRY of Dauphin County PA. s financial interest in the case. Blakeney was suing the Judge via a civil suit in his official capacity as a Dauphin County Prison Board member. Enough is enough!!!
-STORY SUMMARY-
Blakeney was framed in FEB. 2000 for the murder of his step-son. Blakeney was shot 3 times with 4 bullet wounds, and had an operation removing 2 of these bullets from his body. He had a further operation to amputate his finger because of a through and through bullet wound on his left hand, (in the palm and out back of hand); his finger would have been useless. His wounds prove vindication.Herbert was transfered to Dauphin County Prison. He filed a civil suit on 12/2001 stating: He was over-medicated, by the prison and had a bad reaction from Anesthesia.He was placed in a restraint chair, beaten, tortured, given a mock trial by Guards,coerced to make false statements, the stitches were ripped out of his hand.He was kept in the chair for days with no valid reason,mace sprayed in his face while restrained and he was strapped in the restraint chair so tightly he was forced to urinate on himself.Then guards put his wounded hand in the urine.These actions are supposed to be taped/ and or their declarations all on video tapes . The Government illegally violated his discovery in civil suit so he could not review or perform a complete disclosure in BLAKENEY V. Dauphin County Prison, et al. #1:01-cv-02423-JEJ-DB Presiding Judge JOHN E. JONES III, that clearly violated discovery rules to close civil suit to protect the governments interest and cite, out of context, medical records - further prejudice against Blakeney!Judge JOHN E. JONESIII, instead of giving Blakeney a full discovery , guaranteed by law, went with the government to start a campaign to demonize the victim. Further defamation followed by courts to hide Gov. wrong doings against this Capital case prisoner.Why can't he have full discovery and disclosure in his civil suit? Why are they scared of disclosure?They say he is crazy but he was allowed to represent himself in his Capital case trial?????So how crazy do they want you to believe he is?Enough is enough!Disclose these controversial tapes!! Stop denying legal access!!

At his Capital case trial , the District Attorney's office key principal witnesses all committed perjury. They testified against each other and the physical evidence.The only testimony that corrobrates with the physical evidence is Blakeneys!The evidence was tampered with ie. his clothes were tainted with blood in a manner physically impossible in relation to the crime and other physical evidence!Blakeney filed his criminal complaint on 7/2003. It was held up by the same Gov., that wish us to believe he's villainous, a demon and crazy, for 3-4 years. Only now is it moving forward in an appeal in Superior Court of Pennsylvania Middle District #601 MDA 2007, a change of venue Petition. JOHN F. CHERRY is still seeking to give the ' dead bad' conspiracy life and to protect his financial interest (prison Board membership)." Keep Blakeney prejudice with the outstanding perjury!!!" How can he be cited as a defendent in complaint via his prison board status and it not be a conflict of interest by him ,of all people, presiding over the complaint.So much for Justice in Dauphin County court House!Only in America can all this protectionism of fraudulent actions by Gov. officials be allowed to survive and they say / want you and me to believe that Blakeney is the crazy one!Judiciary gone wild...Enough is enough!!
