Oust the Central Mindanao University Officer-In-Charge Dr. Rodrigo L. Malunhao

Our Alma mater needs the right person for the the right position.

We are greatly aware of the following issue and we are calling for concerned individual to join us in this petition:

SITUATIONAL REPORT ON THE ADMINISTRATION OF
DR. RODRIGO L. MALUNHAO AS OIC-PRESIDENT OF CMU


1. Dr. RODRIGO L. MALUNHAO was designated as Officer-in-Charge-President of Central Mindanao University (CMU) by the Board of Regents in August 2008 at the time when the then incumbent University President, Dr. Mardonio M. Lao, was taken seriously ill;

2. After Dr. Lao passed away, Dr. Malunhao has remained the OIC-President of CMU;

3. In the six (6) months that Dr. Malunhao has been at the helm of the university, he has utterly failed to unite the university constituents. On the contrary, his indecisiveness, vacillation and policy of accommodation have contributed to the misunderstanding, confusion and divisive conflicts now arising in the academic community;

4. Dr. Malunhao has applied for the position of presidency and his being the OIC has given him undue advantage over the other applicants. His interest and desire in getting the position could explain his indiscriminate accommodation just to please everybody especially those who might have a say in the outcome of the selection;

5. Dr. Malunhao is an absentee OIC who spends much of his time outside the campus purportedly to attend meetings or seminars where his presence is really not that necessary, thus leaving very important and urgent university concerns and problems unattended and unresolved;

6. His frequent travels (mostly in Manila) which are mostly timed to include weekends when government offices are closed and he could not be transacting business for the university has proven expensive not only in terms of travel expenses and per diems but also in terms of lost opportunity of serving the university;

7. His declaration that he is a permanent salaried employee of the government TV network, the National Broadcasting Network (NBN Channel 4) and a radio station (DZRB), thus assuming two government posts at the same time and receiving compensation for both, could very well be the reason for his regular trips to Manila and his divided attention resulting to his miserable failure to focus to the PRIMORDIAL concerns of CMU;

8. Despite his practically being the head of the university for more than half a year now and a contender for the position of presidency, he has not laid down any concrete action plan to set the direction of the university thus leaving the academic community apprehensive as to his real intentions and as to the existence of any cogent program at all;

9. Dr. Malunhaos lack of clear direction and focus, his wavering stance on certain university issues, his lack of prompt and decisive action on pressing matters, and therefore his inability to depend and promote the interests of the university, have created serious doubts as to his capability and capacity to lead CMU;

10. Dr. Malunhao has not taken it upon himself to go around the different university units as well as its income-generating projects (IGPs) to familiarize himself with their personnel, operations and status so as to acquire a knowledgeable understanding of the workings and problems of these units and IGPs resulting to low morale of the employees and workers;

11. His frequent absence from the campus, his lack of determined effort to know the university operations and personnel, his indecisiveness and over-reliance to the advise of whoever has his ear, have resulted to a very weak leadership which dissipates the trust and confidence that ought to be reposed to the father of the University. Further, his weak leadership could account for the rising criminality in the campus. There is now an unprecedented number of nabbing, robbery hold-ups and other petty crimes in the university campus;

12. Dr. Malunhao has not acted expeditiously and resolutely not only on matters of administration and academic matters but even on student concerns as evidenced by the confusion over the venue of the student Christmas festival and recently over the Supreme Student Council (SSC) election which has strained the relations between administration officials and student officials, and among the students themselves;

13. Dr. Malunhao does not observe proper protocol in administrative procedures by by-passing the endorsement of the Deans, the Department Chairpersons, the heads of units as well as the Vice Presidents resulting to precipitate and ill-considered actions and decisions which on certain occasions have to be retracted or modified just to avoid further damage;

14. His hesitation to assume responsibility on possibly contentious issues and his fear of displeasing personalities have rendered him immobile on matters wherein it is incumbent upon him to act especially in dealing with land squatters, in personnel discipline, and in resolving internal conflicts;

15. As has been very obvious in his 6-month stint as OIC, Dr. Malunhao does not possess the leadership and management skills, which are MUSTS for a chief executive of a Level IV SUC (his previous exposure being with an LGU college), he is clearly ill-prepared to handle the responsibilities of an SUC especially one with a multitude of problems and concerns such as CMU;

16. Dr. Malunhaos poor communication skills have been an embarrassment to the university. Certainly, a Level IV SUC deserves a better head of agency that will have to speak for it and represent it in various prestigious occasions and in different fora;

17. At a critical time when the university is in a TRANSITION, it needs a leader who is sympathetic to the various plaints but is firmly in control; a leader who not only hears but listens with full understanding of the implications of his decisions and actions; a leader who can act promptly, intelligently and independently; a leader who is focused and who can concentrate on what ails the university instead of feeding to its troubles through his inaction; a leader who has the will and fortitude to protect and advance the greater interests of the university without succumbing to the selfish interests of only a few; a leader who can withstand political pressure and refrains from political accommodations; a leader who can bring about unity and harmony and not discord; a leader who is driven and can stir CMU to further heights of excellence; a leader whom the university can be proud of. SADLY, Dr. Malunhao is NOT the leader that CMU needs;

Thus, in view of the foregoing assessment, it is most respectfully requested and prayed that Dr. Rodrigo L. Malunhao be IMMEDIATELY replaced as the OIC-President of the Central Mindanao University.
