Paint peels off from the Honda City car interior(dashboard, etc) easily

Some interior sections of Honda City Car in Malaysia (probably other Countries) have a 'special' paint applied to them.
Examples of the sections are the dashboard, the front ash-tray, the cup holder cover below the ash-tray, the area around the power-window switch and many more.
This painted area will discolor if it comes into contact perfume (alcohol), it will peel off with strong double-sided tape and will discolor/peel off if you put a non-slip mat there.
There are also reports that the unpainted area of the dashboard is also having the discoloration problem.
The 3-year warranty that comes with the car includes this paint. The only thing stated on the manual is, the alcohol portion. Which means Honda is still liable if the paint (or plastic) peels off or discolors. But this is not the case. For example, if the dashboard paint peels off, the service-centre refuses to replace the part under warranty and asks for RM600 for it.
From my personal experience, The Ban Hoe Seng, Ipoh, Buntong, service centre refused to replace the part because "It's against the law to put anything on the dashboard!. I was shocked to get this explanation.
