MARYLAND TO A BILLION DOLLAR BUDGET CRISIS



TO: ALL MEMBERS OF CONGRESS; THE U.S. SENATE AND HOUSE OF REPRESENTATIVES



We The People, the undersign citizens of the United States, petition all members of the Congress, the United States Senate and House of Representatives to STOP, a State Agency of Maryland called the Washington Suburban Sanitary Commission "WSSC", and the Equal Employment Opportunity Commission "EEOC" from subjecting Maryland to a billion dollar budget crisis. A budget crisis were WSSC wasted millions on numerous unlawful expenses and employees who were negligently retained including those who were paid approx. $ 18,000,000.00 million dollars in exhibit # 1, for tolerating, encouraging, instigating, condoning, engaging in "work place mobbing" and participating in one or more violations of law against the United Nations Universal Declaration of Human Rights, the United States Constitution and Maryland law. Built-into this long term massive rip-off, is the gross negligence of EEOC, who has been railroading civil right charges over to the courts without due process. The recklessness of both public agencies contributed to placing at risk the financial security of countless victims they both came in contact with, including 2 million WSSC ratepayers/voters. Evidence of a budget crisis leading up to a possible "Systemic Financial Risk" fueled by both public agencies includes but not limited to, the facts discussed infra.


EXHIBIT A: WSSC has been wasting millions of dollars and man hours on socially threatening activities, including threatening employees to answer questions about SEX for employment and worse.



EXHIBIT B: WSSC has been wasting millions of dollars and man hours on an Anti-Union scheme linked to Mr. Thomas Perez, now the Assistant Attorney General, of the Civil Rights Division, for the DOJ


EXHIBIT C: WSSC's wasted millions, had harmful consequences on $2,300,000,000.00 billion dollars Montgomery County government gave to the State agency.


EXHIBIT D: WSSC has been wasting millions of dollars and man hours on a COVER-UP SCHEME linked to Mr. Thomas Perez, now the Assistant Attorney General, of the Civil Rights Division, for the DOJ


EXHIBIT E: How long did an extra $2 million dollars get billed to Montgomery County residents ?? and WSSC pays cost plus $ 31, 000.00 for killing $ 300,000.00 worth of plant and animal life at personal residence.


EXHIBIT F: After WSSC wasted approx. $4,000,000,000.00 billion dollars in the past decade they now want more than $3,000,000,000.00 billion dollars for the next decade.


EXHIBIT G: Within the past decade the State agency's billing rates increased up to 58\% - 60\% by Fiscal Year 12. Moreover, if WSSC is allowed to repeat the same pattern of increases it used within the past decade its billing rates could accumulate up to 116\% to 121\% by FY 23


EXHIBIT H: WSSCs billing rates could accumulate up to 232\% to 242\% by FY 23, because of Exhibit G and the following exhibits

EXHIBIT H4. Both EEOC and WSSC's negligently retained employees in exhibit # 1, authorized multiple million/billion dollar class action lawsuits,


EXHIBIT H5. As usual WSSC's negligently retained employees in exhibit # 1, will again expect it customers to empty out their bank accounts and pay lawyers approx. $ 1,000.00 an hour to defend them in court, pay for Exhibit G, plus pay for all of WSSC's as well as EEOC's legal mistakes relevant to this petition, which will push WSSC's billing rates beyond the $3,000,000,000.00 billion dollar mark for the next decade more like approx. 232\% - 242\%



EXHIBIT 2: WSSC's commissioners are accused of "meddling in personnel business" after problems similar to the forgoing are escalated to them. see exhibit 2 and exhibit 2a



Theres a lot of anger directed toward the WSSC, at least in the Montgomery County delegation, says Del. Saqib Ali, D-Gaithersburg. That anger towards WSSC started with WSSC's multiple cover-up schemes, their negligently retained employees in exhibit # 1 and with what WSSC's former commissioner Wims says WSSC revenues dropped by $7 million and the utility raised rates by 3 percent, the first increase in six years. and that increase was not about aging/exploding pipes. Thereafter WSSC's rate increases have been nonstop.



In short hundreds of WSSC delinquent account holders, the 1,400 WSSC employees who are not final decision makers, the civil right victims of both WSSC's and EEOC's discriminatory conduct and the 2 Million WSSC ratepayers/voters who supported President Obama and Governor O'Malley when they specifically called upon them to do so, have been paying for the past decade the conduct described above by both WSSC and EEOC, and are expect to pay more in the next decade, which is not fair. Senator Jamie B. Raskin, is right ****The issues are too serious now to just hope things will improve.



EXHIBIT I: Before WSSC's 6th county executive of Prince George's County, Maryland, Mr. Jack Bruce Johnson was arrested, the United States Attorney General, Mr. Eric Holder was put on notice in 2009 and Mr. Stuart J. Ishimaru then EEOC's Acting Chairman was put on notice in 2010, about complaints relevant to exhibit A, exhibit B, exhibit D, exhibit H, and that WSSC's employees in exhibit # 1 had caused the destruction of evidence, tampered with victims, witnesses and evidence concerning civil right charges filed against WSSC, thereafter at no time did Mr. Holder or Mr. Ishimaru ever discredit any of the facts provided to them concerning the foregoing. Also note that according to Stan Fetter of Prince George's County, a former chairman of the WSSC Environmental Advisory Committee "Fetter blames both counties' councils for "years of handing the commission unfunded mandates" to expand to meet development demands." source: the Gazette on July 9, 2004 by Staff Writer Margie Hyslop. Which raises the issue of Conflicts Of Interest concerning the United States Attorney General see exhibit I



WHEREFORE, The acts alleged herein violated clearly established constitutional rights of the aforementioned victims of both EEOC's and WSSC's conduct which were done under circumstances that are not objectively reasonable to which no reasonable minded person would fail to realize that his/her conduct is a violation of law. Despite the fact that public officials for both EEOC and WSSC knew or should have known that this pattern of conduct was being carried out by its agents and employees, no steps or efforts to order a halt to this course of conduct, to make redress to the aforementioned injured persons thereby, or to take any disciplinary action against their agents/employees, instead such acts were authorized, tolerated, encouraged and instigated by failing to properly train, prosecute, supervise and discipline said agents/employees of both public agencies.



Therefore, before bringing this matter to the attention of the United Nations pursuant to the Universal Declaration of Human Rights, and before WSSC DEMANDS another Dime for another rate increase and Before WSSC DEMANDS another Dime to defend another public officials in court, We The People, the undersign citizens of the United States, now call upon Congress to immediately and without delay act in accordance with the Constitution of the United States of America to do in a legal, impartial and expedient manner open a joint investigation concerning all allegations alleged herein above and during the course of the investigation;



(1). BLOCK WSSC's current proposal to increase its billing rates in FY12 and their future proposals as well.



(2). Identify every public official who breached his/her legal duty relevant to the fact raised herein above, specifically in exhibit # 1, exhibit A, exhibit B, exhibit C, exhibit D, exhibit E, exhibit H. Upon discovery of any unlawful conduct as herein alleged, observe and enforce : Title 29 U.S.C. 2006(d), Article I 3 of the U.S. CONST., Article II 4 of the U.S. CONST., 3 of the XIV Amend., of the U.S. CONST. and any other statutory provision to charge, try and "impeach", said public officials.



(3). To reduce class actions lawsuits against 2 Million WSSC ratepayers/voters, after impeaching all public officials who breached his/her legal duties, keep whole WSSC and its current 1,400 employees and excluding all impeached public officials reinstate immediately all WSSC IT employees who were fired pursuant to WSSC's anti - union scheme and sham reorganization plan. Reinstate said employees with full back benefits of their Union Rights, with full back benefits of WSSC's merit system and with full back pay [minus the 10 grand hush money and severance pay].



(4). To further reduce class action lawsuits against 2 Million WSSC ratepayers/voters, caused by both WSSC's and EEOC's unlawful conduct, provide hundreds of WSSC delinquent account holders, the victims of both WSSC's and EEOC's unlawful conduct and the 2 Million WSSC ratepayers/voters with a federal "Stimulus Package" to cover the damages unlawfully placed upon them by both EEOC and WSSC. Add to said "Stimulus Package" all assets belonging to all public officials who breached his/her legal duties material to the allegations raised herein above.



(5). To further reduce class action lawsuits against all Marylanders, caused by EEOC's unlawful conduct, as alleged by Mr. Ricardo Jones, a former 10 year Senior Federal Civil Rights Investigator for EEOC in Exhibit H2, provide a separate federal "Stimulus Package" to effectively address the damages unlawfully placed upon all Marylanders by EEOC. Add to this separate "Stimulus Package" all assets belonging to all public officials who breached his/her legal duties material to the allegations raised by Mr. Ricardo Jones, in Exhibit H2. Furthermore, for alerting all Marylanders to EEOC's potential and unjustifiable budget crisis upon Maryland, reinstate Mr. Ricardo Jones, to the position he held at the time of his release with full back benefits and full back pay.



(6). For WSSC's gross negligence concerning the rusty exploding life threatening water pipes that Griffin and his dream team in exhibit # 1, failed to effectively address, provide a low rate loan or some type of federal funding, last but not least to determine if Compro's previous operations problems raised in exhibit C, offers a solution to WSSC's raw sewage have Maryland's public officials evaluate its feasibility.
