"Kathy Taylor's performance as Mayor of the City of Tulsa has been unsatisfactory and contrary to the public safety of the citizens of the City of Tulsa in the following particulars:
1. Willfull failure or neglect to diligently and faithfully implement articles of arbitration between the City and FOP 93, a lawfully recognized labor organization representing Tulsa police officers in negotiations related to employment conditions.
2. Habitual and willfull neglect of duty to adequately fund public safety measures. Neglect of duty to pay City employees a living wage and provide an adequate health plan.
3. Malice aforethought to use the Office of Mayor as a stepping stone for higher office.
