As the national media is inundated with the story of the return of 8-year-old Shasta Groene, and the probable death of her 9-year-old brother Dylan, it has come to light that the suspect Joseph Edward Duncan III, has, as so many before him, come from a long history of committing sexual offenses, incarcerations, and subsequent releases from the penal system. This is but one example of where current legislation fails to protect the public from known predators. Regularly, notifications are sent out in communities about the release of repeat sex offenders with varying levels of probability of re-offense. The knowledge that they are being released into our communities does not protect our children should they choose to re-offend. The current practice of attempting rehabilitation and supervised release does not prevent re-offense.
I request, on the behalf of everyone, that anyone who has more than one conviction of rape, molestation, or other violent sexual act be designated as a sexual predator and that there should be no parole, pardon, or release for confirmed sexual predators.
