January 2008

Dear Michael Valverde, and other decision-makers at U.S. Citizenship & Immigration Services (USCIS),

We are parents who are being delayed from bringing our adopted children home from their Vietnamese orphanages. Others of us are relatives-to-be of these Vietnamese children, or simply concerned citizens.

As you know, the issue is a major backlog at the USCIS, Ho Chi Minh City, Vietnam office due to the October 2007 change in the I600 process.

We are asking you to solve this problem by immediately providing USCIS in Ho Chi Minh City with extra, temporary manpower to work through the backlog of I-600 petitions.

This backlog is occurring because USCIS gave itself only one week to make this major change, despite pleas for at least a three-week transition time. The apparent lack of a plan to make this change efficiently and smoothly caused many waiting parents to cancel their travel plans, and they are still left without a certain date to pick up their children.

Please assign more staff to HCMC and process the I600 backlog now.

With respect and appreciation for the vital work that USCIS does for all Americans,
