As residents of Kitsilano (homeowners, renters, and co-op members) we wish to express our concernshared by the West Kitsilano Residents Associationregarding the unprecedented application for rezoning the above site from RT-8 to CD-1 (Comprehensive Development). This zoning change would allow for a bulky building that will have reduced or non-existent setbacks. It will be 10 higher and close to three times the density (FSR) of what is normally allowed in this neighbourhood. In both size and form, this proposal is totally inappropriate to a neighbourhood dominated by character houses, and if approved it will negatively impact the privacy, light, air, and views of neighbouring buildings (particularly Kitsun Co-Op directly across the lane). It will also have negative consequences for both bicycle and automobile traffic as well as parking.

We realize that there is a desperate need for affordable housing across Vancouver, and we want to welcome new residents to our neighbourhood as social housing is redeveloped and expanded. We therefore resent the fact that this proposal, totally inappropriate for this site, has forced us to oppose it. We are also concerned that this rezoning request could set a dangerous precedent for future redevelopment, since there are numerous existing social housing sites in Kitsilanoincluding many within blocks of 8th and Vineand most are of older housing stock.

Neighbours want to be considered as legitimate stakeholders in social housing development. We feel that the building currently being proposed for 2304 W. 8th Ave. is not well-suited to this site, and therefore request that City Council:

Reject this unprecedented re-zoning request and refuse to grant a development permit at this time;
In response to the concerns of neighbours, require that the Applicant resubmit a design more appropriate to the Kitsilano neighbourhood in both size and form as soon as possible;
Set up a permanent structure that will allow our neighbourhood to have some early meaningful input into all social housing proposals (both new and redeveloped) to ensure that future projects can proceed in a timely manner.

We know it is possible to have good social housing in Vancouver that is welcomed by the neighbours. We urge this Council to help lead the way.
