In regards to our Inmates whom are incarcerated in the Texas Prison System. There is great concern by many about the extreme heat in the Prisons.
These humans are housed in a concrete building, no windows that open, no fans to circulate air and alot of the units for some reason have no cold water to shower in or drink to make matters worse. Some Inmates don't even get to go outside.
[Under the Eighth Ammendment to the U.S. Constitution, individuals convicted of a crime have the right to be free of "cruel and unusual" punishment while in jail or prison. This means that after a criminal defendant is convicted and sentenced, the Constitution still acts to guarantee his or her fundamental right concerning conditions of confinement and treatment by corrections personnel.]
Not only is having no air cruel but, it is very inhumane because of the living condition they are forced to live in. Promoting disease, illness and even death. Alot of Inmates cannot funtion properly or at all under these circumstances.
Realizing putting air conditioning in the prison units would be a very large expense and will most likely never happen. There has got to be a solution to this problem rather it be give them access to ice water, cool showers or working fans on the units. There are things that can be done that are not cost effective.
