2004-2005 REQUEST FOR INVESTIGATION AND HEARINGS ON THE INTENTIONAL REMOVAL
OF DISABLED AMERICANS BY THE SOCIAL SECURITY ADMINISTRATION AND
DISABILITY DETERMINATION SERVICES
To: U.S. SENATE AND U.S. CONGRESS
Participating organizations of handicapped and disabled persons, in a mood of protest, are asking why large numbers of people, formerly classified as disabled, have been taken off government assistance.
The question of removing persons from the disability rolls has threatened to become a major scandal in Missouri and throughout the United States. It may also have implications in the national elections in 2004.
Observers of state's rights in recent years believe there is a systematic policy on the part of the government to get as many disabled people as possible off medical subsides. It is widely believed that low state tax revenues were an important element in this policy.
In addition to the removal of large numbers of people who have already been receiving medical subsidies, there is also protest from large numbers of new applicants for medical relief. Observers claim that the threshold to receive benefits has practically been made higher even though the law itself has not changed. Those who have applied for assistance and been refused can have three appeal hearings. Then, their only option is in an appeal in a court of law, which is an expensive process beyond the reach of most. Many lawyers are reluctant to take these cases because they require large dollar investment for preparation of the cases and only a small potential payback.
Some disabled persons who have been cut off from the subsides insist that in order to appear to conform to the requirements of law, the government has engaged doctors who will sign medical statements that minimize the seriousness of a patients' disability. Critics claim this has been a systematic policy of the states Disability Determination Services (DDS) in collusion with the national Social Security Administration (SSA) under President George Bush's Aministrative Policies.
