Petition To The 112th Session Of Congress and The Executive Branch of the Federal Government of the United States To Include Forfeiture of Pay & Benefits


WE, THE PEOPLE, recognizing an impending economic and financial crisis with regards to the national debt and spending limits, call upon all members of the 112th Congress and the Executive Branch of the federal government, to include the President, Vice President and all Cabinet Members, to forfeit ALL PAY and ALLOWANCES, effective immediately upon the failure of the Federal Government to make payments or meet obligations because the public debt limit under section 3101 of title 31, United States Code, has been reached. We petition both branches of the Federal Government to continue this forfeiture during an event in which there is more than a 24-hour lapse in appropriations for any Federal agency or department as a result of a failure to enact a regular appropriations bill or continuing resolution.

We demand that all disbursements also be suspended to include but not limited to;
+ Disbursement of foreign aid;
+ Disbursement of foreign loans;
+ Disbursement of obligations to the United Nations and any and all foreign organizations in which the American government has pledged financial support. Additionally we are calling upon the President and Vice President of the United States and the leadership of both the House and Senate to cancel ANY AND ALL taxpayer-funded travel until the debt crisis is resolved.

We ask the House of Representatives to put forth and pass SB 388, passed by the Senate on March 1, 2011, and hold to the provisions until an authorization of Continuing Budget Resolution can be passed.

As such, We, the People, are prepared to take the following actions should Congress NOT pass a resolution that continues to fund the government WITHOUT raising the debt ceiling and pass a Balanced Budget Amendment that is similarly required by 49 States. These actions include:

+ Re-file with employers, an IMMEDIATE revised W-4, LINE 7, which claims a federal tax withholding EXEMPTION for Tax Year 2011.
+ Ask ALL employers to refuse to submit payroll taxes in protest of the wasteful, negligent and unconstitutional manner in which Congress and the Obama Administration has dealt with taxpayer revenues paid in support of the federal government.

We expect EVERY MEMBER of both the Executive and Legislative branches of the federal government to support this Petition and share in the financial burden of the American taxpayers without profit or benefit.
