FIFA has demonstrated its great emphasis on fairness by fighting corruption and promoting a healthier environment in the dynamic world of football, both on and off the pitch. In fact, it is for this very issue of corruption that we seek your help and fair judgment.

We request FIFA to look into our case and issue a full investigation into the matters that we present to you. Over the past decade Iran has experienced a great deal of discrimination and double standards in the application of rules.

Case 1: We strongly urge you to watch both the Bahrain - Iran (visit and return leg ) games, in WCQ 2001, as we believe these game exemplify what FIFA stands against and needs to take action against. In both games, the pattern of the game was tarnished by repeated and unjustified dives and faking of injury, to waste time in most UNSPORTSMAN-LIKE fashion.

It was very mysterious and shocking how the Bahraini players kept falling on the ground, sometimes for no apparent reason, and take several minutes to get up. But as soon as they were carried out, they come back on in 2 seconds as though nothing has happened. Knowing that such time-wasting and anti-football acts are punishable by the referee, alas, this did not happen. And subsequently, the match was marred with more unsportsmanlike acts !
I wonder, do such acts portray true sportsmanship? Where has the spirit of the game and fair play gone? Where has the refereeing committee gone?
Despite the objections made by Iranian Federation ( IFF ), the AFC committee neglected to address this all-encompassing issue, and the matter was buried.

Before we present our next case, we would like to inform you that this has happened to Iran on several occasions. For example, Iran - KSA, semifinal Asian Cup '96. Surprisingly these acts didn't stop, and the referees kept their whistle in their pockets allowing such mischievous, shameful acts. Killing not only the true essence of the game every fan would like to enjoy.
Kindly note that none of the referees were suspended and none of these cases were reviewed by any of AFC's committees. Unlike our game vs. Oman (24th of July, 2004) where the referee was immediately disqualified from the tournament, and 3 Iranian defenders suspended and unusual amount of days.

Case 2: On 24th of July 2004, Iran played Oman in a match full of controversies. Iran down by 2 goals started to witness more unfair time wasting and unsportsman-like behavior act by their opponents, but this time we were lucky enough to have a referee firm enough to see the unsportsmanlike acts and punish them.
The only problem with the referee that day was that he failed to punish 2 Iranian players who started to push each other around, but other than that, he took all the actions necessary to keep a clean game. Later, the referee rightfully added 5 minutes of stoppage time, in which Iran scored its equalizer in the 93rd minute.
A mere hour after the game, Al-Jazeera Sports channel announced that the referee for the Iran - Oman match, Mr. Abdul Rahman Abdul Khaligh Delawar is suspended for the rest of the Asian Cup. Mr. Boza, head of AFC referee committee, later confirmed the news. The reasons for his dismissal, according to him were:

1. Not issuing a red card for Nosrati for stepping on an Omani player.
2. Not punishing the Iranian defenders for fighting.
3. Ordering to retake the freekick which resulted in Iran's equalizer.

And he said that a full investigation will be taken to study his "other" mistakes. Our take on these 3 issues are as follows:

a) It was clear that Iranian defender Nosrati, #20, tripped and was falling down. While trying to balance and avoid the Omani player he accidentally stepped on him and moved away. Furthermore, Mr. Boza failed to state that the injured Omani player was taken out of the field, but suddenly rolled back in and stopped the play where the referee issued him a yellow card.
Nosrati was suddenly slapped with a 4 match ban. In the 1998 World Cup in France, Zinedine Zidanes stomping against Saudi Arabia, which led to him being suspended for only 2 games, raises one's curiosity on implementation of sentences. In slow motion it may appear intentional, but in real time its obvious he is tripping and the Omani player rolled in his way. This is show by Nosratis reaction after the incidence where he quickly tried to apologize.
To bring the biased treatment more into focus; in the World Cup Qualifiers in 1997, UAEs #16 and KSA's #2 got into a fist fight. Each of them was banned for no more then 2 games!
However, in 2001 World Cup Qualifier vs. Bahrain, the Iranian Dinmohammadi was punched intentionally by Bahraini players. But the referee failed to punish the guilty.

In the Hiroshima games in Japan, where the Bahrain players broke Iranian captain's Daies ribs by intentional actions. And yet again, the guilty was let off with minimal punishment!

b) It was wrong on the referee's behalf not to punish the 2 Iranian defenders, Rezaei and Badavi. But mistakes do happen and this was his only mistake. But the next day each player was handed a 2 match ban. A ruling made by the swiftest decisions.

c) The committee was quick to carry out the sentence on the referee and the players! However, the time wasting tactics of the opponents was overlooked and ignored !!
This is not consistent with the past records and application of rules.

There is a great tendency of discrimination in the AFC, which tends to benefit the Arabic nations mostly. Is it because there isnt enough Korean, Japanese, Chinese, Uzbek, Iranian officials in AFC?? Are these countries NOT a part of the continent, and thence possess equal rights and privileges as the rest?

What amazes us is that such an action of banning the referee happened so quickly after the match, without launching an initial investigation and giving Mr. Delawar a chance of defense. It is, in fact, the first time we see such a quick response of suspending a referee in the world, let alone by AFC.

Finally, we would like FIFA to look into these matters as the AFC has proved more than once to be unable to judge matters in an Unprejudiced and impartial manner.

We wish for a more fair and unbiased atmosphere where all Asian countries enjoy the same amount of privilege and attention from the AFC officials, leaving the game's appeal untarnished by controversy We also hope that the sample evidence mentioned above, will compel you to prove once again that FIFA will fight corruption at all levels and will not allow the beautiful game of football be played with.
