Allow Birth Certificates for babies stillborn less than 20 weeks

At the moment, legislation states that any baby born less than 20 weeks old or less than 400grms in weight, is not registered as a 'birth' even though most mum's at this stage go through a full labour. There is no requirement to have a funeral and there is no formal existance that this birth even occurred.
I know that when we had our babies 20 years ago we would have dearly loved an opportunity for not only us but for our family and friends to also say goodbye and it still amazes me that all this time on, the Government haven't changed their stance on this. We didn't even have to name our babies but of course we chose to so because they are part of our family. There was so much unease afterwards as people didn't know how to speak with us, whether or not to mention our boys, and our family didn't know how to grieve with us. IF we were able to have a proper goodbye for them, I believe it would have been easier for people to also know how to support us.
For some people it's not what they would choose, but parents need to be given that choice. It's just not right that this is allowed to continue and our beautiful babies who make up our family history are not legally part of history.
