A Toronto pair recently convicted of skinning a cat alive and videotaping it were given minimal sentences; one received 18 months of house arrest and the other 90 days in jail to be served only on weekends.
In response to Canadians outrage over animal abuse offences like the one in Toronto, Bill C-10B was proposed. It was to be the first major revision of the Canadian Criminal Codes section on cruelty to animals since 1892. It seeks to:
Ш Remove animals from the property section of the code in recognition of their ability to feel.
Ш Allow crimes against animals to be an indictable offence.
Ш Provide stiffer penalties for people convicted of cruelty to animals.
Since 1999 (the year Bill C-10B was first proposed) the Bill has been stalled repeatedly, largely due industry pressure. We would like to see Bill C-10B passed without modification.
