To President Ndayizeye and the Government of Burundi

December 28th 2003 marks the 3rd anniversary of the Titanic Express massacre, when 21 unarmed civilians, including a number of children, were dragged from their bus and shot dead, close to the Burundian capital Bujumbura. The attack is believed to be the work of the armed opposition group Palipehutu-FNL. To date no charges have been brought against any of the perpetrators.

The Titanic Express massacre was one of hundreds of atrocities in which innocent people have been deliberately killed during Burundis civil war. We the undersigned condemn all attacks on civilians, and urge the Burundian government to step up their efforts to prosecute all those responsible for such crimes.
