Call for Better Controls of Nuisance Barking Dogs

This petition is to eliminate barking dog problems in the state of California, USA. The requirements we need are:-
1. Introduction of licensing to own a dog.
2. Courses of education of ownership responsibilities as to a dogs health and requirements by law.
3. Counties and Animal Control authorities to act immediately, all day on any day, upon recieving a barking dog complaint from any individual at any premises, and investigate situation thoroughly.
4. On the spot fines to be issued to nuisance barking dog owners.
5. Repeat offenders fined again, multiple repeat offenders charged with criminal neglect, license revoked and dog/s removed.

This would ensure dog owners obey the laws as they are supposed to.
