Mr. Harper,
In these tough economic times, Canadians appreciate your efforts to cut public expenses where possible and appropriate. This includes getting the best deal for taxpayers when going to tender for products and services vital to Canadians.
However, a recent example of such “cost cutting” measures brings to light some illogical internal processes within the Federal government that do not serve Canadian taxpayers’ interests in the long run.
On October 10th 2012, we learned that Passport Canada awarded the contract to produce Canadian passports to its usual supplier, Ottawa’s Canadian Bank Note, who in turn procures material from a variety of suppliers in order to produce the passports. For the past 30 years, the passport covers were supplied by Columbia Finishing Mills located in Cornwall.
This time around, however, Canadian Bank Note decided to outsource the production of the covers to a company in the Netherlands, despite the competitiveness of its Canadian supplier. This is a major blow to Columbia Finishing Mills, who dedicates 30% of its Canadian work force making those same covers in Cornwall, Ontario. These workers will now be out of a job, becoming a financial burden on the system.
How will this save taxpayers money?
We urgently request you review this contract to ensure it is entirely fulfilled in Canada by Canadian workers.
