DCS DOG PARK ADVOCATES SUPPORT NEWLY PROPOSED DOG PARK REGULATIONS (October 12, 2007)

This electronic petition serves as an official response to the applicable 30-day public comment period.
We, the undersigned, fully supportin their entirety without modificationthe newly Proposed Dog Park Regulations published in the D.C. Register on October 12, 2007.
We believe that the new regulations are:
** REASONABLE for eliminating the onerous restrictions that were
previously proposed in March 2007;
** CONSISTENT with DC Council's intent in 2005 when it unanimously
passed legislation enabling the establishment of off-leash fenced-
in dog parks;
** FAIR to dog owners who will finally have the right to recreate and
exercise together with their dogs (as recognized by DC Council);
** BALANCED between flexibility and accountability; thus recognizing
the reality of limited parkland but allowing community
residents to find some creative ways to work together.
++ Individual dog owners and neighborhood sponsoring partnership
groups will be held accountable. The sponsoring partnership
groups must apply for a dog park and will in general work with
DPR and other DC agencies to maintain and enforce the operating
rules.
++ Sponsor partnership groups will not need to establish costly
501 (c) 3 status, as previously required, but will need to be
established as an official organization.
We commend DPR for removing the onerous provisions contained in the
March 2007 regulations and for its vision in including dog owners as
equal partners to other patrons in using our DC's park system.
