A Petition to Eliminate Congressional Corruption in the Philippines
Abolish the Priority Development Assistance Fund (PDAF) or the Countrywide Development Fund (CDF).
Increase Funding for Health Care
WHEREAS the allocation of government funds to each Member of the Philippine Congress to spend on their priority projects has been associated with reports of irregularities.
WHEREAS there has been no transparency with the use of such government funds allocated to each Member of Congress under the Countrywide Development Fund or the Priority Development Assistance Fund.
WHEREAS although the Supreme Court of the Philippines had rendered as constitutional the allocation of such government funds to Members of Congress it still does not make it Morally and Ethically right. This congressional activity is one highly identifiable source of corruption.
WHEREAS these Members of Congress were elected by the people to constitute a legislative body primarily to enact laws and not devote their time on infrastructure and related pet projects.
WHEREAS the Philippines ranks among the lowest in health care spending and health care activities.
WHEREAS the allocation of P200 million pesos to each of the 24 Senators and P70 million pesos to each of the 214 Congressmen/Congresswomen would amount to P19.78 BILLION pesos which could be used to expand health care for all Filipinos.
WE the people, appeal to all Candidates for President, Vice President and Members of Congress to support the Elimination of Congressional Corruption by Abolishing the Countrywide Development Fund or the Priority Development Assistance Fund and use such allocated funds to increase the national budget for health care.
