Exemption of rodents from humane treatment regulations

We seek exemption for the following rodents: All types of rats, mice, hamsters, gerbils, and rabbits as well as any other rodent to be used for the purpose of food for other animals or medical experimentation.
Specific exemptions requested include but are not limited to housing requirements, and methods of dispatch.
The reasons for the request of exemption are:
1. The above listed rodents serve no purpose in nature other than as a food source for higher organisms,
2. Nor do they serve any useful purpose in captivity other than as feeder rodents or for the purposes of medical experimentation.
3. Relaxed requirements for proper housing would decrease costs associated in producing these rodents for feeder and laboratory use by allowing many more rodents to be contained in smaller areas and cost savings in bedding materials by reducing cleaning frequency.
4. Disposing of the requirements for humane dispatch would further reduce costs incurred in euthanizing of the rodents by eliminating the need for costly CO2 systems. Rodents could be dispatched relatively free of cost by blunt trauma and/or freezing.
We formally request consideration of these points and the drafting of appropriate legislation to rid laboratories and private breeders of the undue burden of the requirements of humane treatment and dispatch of animals with no purpose beyond serving the needs of higher organisms.
