Free Flow of Information Act in the District of Columbia

The District of Columbia has a shield law titled,"Free Flow of Information Act" that protects journalists and/or people employed by the news media from having to state who their confidential sources are in a court of law or setting of that nature. The problem with this is that there are too many exceptions in this statute, thus making it almost non existent. As the capitol of the United States of America, we should be setting an example by protecting journalists from being tried/jailed for not giving up their confidential sources. They should have the freedom to tell the public about unkown things that are going on without having to worry about having to go to jail for not saying who told them the information.
This petition is to get the District of Columbia to pass a new bill that gives all the freedom and protection that the Free Flow Of Information Act does with the change that there will be no exceptions to the bill other than if it is a case of National Security. This will be the only exception.
