Whereas, this promise was posted on the official GAO-union website, included in e-mails, and made clear to GAO employees before and after the vote was made to unionize;
Whereas, IFPTEs own constitution, section 17.1, bans dishonest actions;
Whereas, IFPTE and GAO organizers have long said the union is to be whatever GAO employees in the bargaining unit want it to be;
Whereas, the most democratic means to resolve contentious issues to place them to a vote;
We the undersigned GAO bargaining unit employees, humbly request, and assertively insist that IFPTE allow for a secret-ballot vote on the proposed interim council structure, and on all contentious provisions in that structure by the entire bargaining unit.
We recognize that the following provisions are not contentious:
-1 representative for each field office
-1 representative for each HQ mission team
-1 representative for GAO HQ staff not in any mission team
-1 representative for HQ PDP among employees
We ask that, each of the following line-items, be placed up for a vote by the entire bargaining unit, and worded as:
Please Circle Yes or No to indicate whether or not you support providing additional representatives as follows:
- YES / NO - 1 additional representative for each field office with more than 42.5 employees; one additional representative for each HQ team with more than 40 non-PDP employees; and 1 additional PDP representative for each 42.5 PDP employees in HQ, with the PDP representatives divided proportionally between among and within employees
- YES / NO - 1 representative for to represent communications analysts, rather than having them represented by their HQ team, and the non-counting of communications analysts toward the number of employees in each HQ team (since they would be represented by their own rep, rather than by their team)
- YES / NO - 1 representative to represent diversity, without specification of what diversity is (vote yes on the next item, as well as this item, if you want 2 reps)
- YES / NO - 1 representative to represent diversity, without specification of what diversity is
- YES/ NO 1 additional diversity representative for each field office (this is for 11 reps, one for each field office, to represent diversity in that office)
- YES / NO 1 representative to represent African-American/Black employees
- YES / NO - 1 representative to represent Asian-American and Pacific Islander employees
- YES / NO - 1 representative to represent Hispanic employees
- YES / NO - 1 representative to represent disabled employees
- YES / NO - 1 representative to represent gay, lesbian, and transgender employees
We request that each line item voted for by the majority of employees in GAOs bargaining unit be included, and that no line-item which did not receive a yes vote by the majority of the bargaining unit be included.
We are flexible with adding additional line-items to the voting proposal, but believe every additional item added should be voted on, individually, by the bargaining unit.
