Jessica's T.u.f.r. Law

Dear President Bush, Congress, Law Makers,

WE, the people of the United States Of America, desire TOUGH, 0 TOLERANCE, laws that would PROTECT our children and families from SEXUAL PREDATORS, RAPISTS, PEDOPHILES AND those that are "career" repeat offenders.

I would like to see this law called "JESSICAS T.U.F.R. LAW"(0-TOLERANCE, UNDERSUPERVISION, FOCUSED ON REPEAT OFFENDERS=T.U.F.R.

THIS LAW WOULD REQUIRE ALL SEX OFFENDERS, RAPISTS, PEDOPHILES, ON THEIR FIRST OFFENSE TO BE MONITORED WITH AN ANKLE DEVICE during their entire lifetime or face a 50 year prison sentence , mandatory therapy/classes,
and be kept away from anyone under 17 years WITHIN 5 MILES(residence) of a SCHOOL, CHURCH OR PLAYGROUND. ) and 50 feet on outings. The sexual offenders must also allow law enforcement to enter their homes utilizing the "T.U.F.R. LAW", which would allow ANY law enforcement to enter the home of a convicted offender during a time of a possible kidnapping of a child under 17, that is in the area of not only the missing victim, but of the "MANDATORY REGISTERED" SEX OFFENDER, such as in the case of Jessica Lunsford, and many, many other innocent BABIES, KIDS, that have been mutilated, murdered, raped, sodomized, and "thrown away" like a piece of "trash"

We believe that with a "0 -tolerance, T.U.F.R. LAW", IN EFFECT, the potential for these offenders to repeat their sick crimes will be virtually eliminated. The following would be the consequences for a "FIRST OFFENDER" ON A CHILD UNDER 17.

FIRST OFFENSE- MANDATORY
1. Lifetime MONITORING, ANKLE DEVICE, CHIPPED/TRACKING DEVICES

2. Mandatory classes and therapy, no less than 1 hour a day-LIFETIME-paid for through a "offender restitution fund"


3.Rehabilitation /transitional HOUSING program- (2 YEARS min.)paid for through a "offender restitution fund"

4. No contact with ANY child under 17(including children that are relatives.

5. No contact within 5 miles of a church, school, or playground.

6. No contact within 50 feet during activities, which include, but not limited to, shopping, dining, work, ect.

7.MANDATORY "check -in" everyday with therapist, probation officer-LIFETIME

8. Will allow ANY law enforcement to enter their homes,(with automatic "T.U.F.R. WARRANT", search property outside the dwelling, and perimeter of OFFENDERS LOCATION to search for possible kidnapped victim, which would include the use of dogs/K-9, to search for the possibility of a hidden victim, or body that might be buried near the residence. This law would be in effect immediately on the basis of ALL REPORTED kidnappings, abductions in that area/perimeter. I believe that Jessica Lunsford and many other victims could of been found sooner and possibly alive had some type of law like this been into effect. SEXUAL OFFENDERS LOSE THEIR "RIGHTS" THE MOMENT THEY HARM A CHILD=0-TOLERANCE= T.U.F.R.

SECOND TIME OFFENDERS/AND OR ANY VIOLATION OF THE ABOVE, WITH THE EXCEPTION OF MURDER IN ANY DEGREE:

1. MANDATORY 50 YEAR SENTENCE--NO PAROLE

2. CHEMICAL CASTRATION

3. "IN-HOUSE" THERAPY WHILE SERVING AND PROOF OF THAT THERAPY FROM INSTITUTION. (Paid for through a "offender restitution fund")




3RD OFFENSE-

1. DEATH PENALTY/AND OR LIFE IN PRISON-NO EXCEPTIONS


We need more protection from these criminals and more rights as a community, law enforcement, and society in general.
The moment that Jessica Lunsford and all other victims who have been killed at the hands of a sexual predator became missing, TIME IS OF THE ESSENCE in any missing childs life. As soon as Jessica was found to be missing, using the above T.U.F.R. LAW, police could of found out that John Couey was in that area, and being REQUIRED TO BE REGISTERED, AND TRACKED, the residence could of been searched IMMEDIATELY, NOT WEEKS LATER. If we implement tough 0-tolerance (JESSICAS T.U.F.R. LAW), WE COULD ELIMINATE further crimes against our kids and adult victims of Sexual offenders.
