Law to punish trustees who ask for fees of rest of the semesters if the student wishes to leave college

1 If a student in any college wish to leave that college, then college shall NOT ask to pay fees for coming semesters. The students will have to only tghe fees\dues of current semesters and other unpaid dues of past semesters.

2. If college asks student ti pay fees of reminder of semesters, then the colleges trustees will be imprisoned for 4 years

Background

In USA, say I take admission in 8 semester course such as B Tech in any college. And say, I decide to change the college after 2-3 months. Then NO college in USA will dare to ask for fees for next 7 semesters !! Whereas in India, if a student wants to change college, then many colleges ask him to pay for the fee of rest of the semester. In fact , in USA, most colleges even refund a portion of fees of existing semester !! 

Now State Govt or Central Govt can make a law in State\India that ---- if a college dares to ask for fee of the rest of the semesters , then the trustee will be thrown into prison for 4 years !! If such law is made, then no college will dare to ask for fees of rest of the semesters. And students will get option to change the college. This will force college owners to make colleges cheaper and\or improve quality. So education will improve.
