To whom it may concern,
You may not be aware of what is going on to your own constituents that are involved in the adult daycare community. My name is Jaime Guevara and Im an Activities Consultant at Belleville Senior Health Services located in Belleville, NJ. This center is one of many medical daycare centers that are currently being forced to cut half of the clients along with staff. For 8 years the center has been providing free services that include door to door transportation, hot nutritious meals and snacks, medical and nursing services, hairdresser and manicurist, etc. Our caring bi-lingual staff is committed to improving quality of life with expert medical care, well balanced meals and a focus on overall well being. The DHSS is attempting to change the regulatory policy and definitions without going through The Administrative Procedures Act and due process. This means a massive needless disruption of services to hundreds, possibly thousands to indigent frail seniors. The will also cause afternoon shifts to close resulting in hundreds of jobs being lost. Medical providers are now faced with the dreadful task of deciding which qualified nursing home eligible poor frail seniors to unnecessarily discharge from their program. Our clients include amputees, the blind, and severe developmentally delayed.
A letter received on 06/30/2010 from Assistant Commissioner Polansky specifically states that we can operate above our license capacity:
Please note that the Department will continue to define licensed capacity as a per shift limitation. For example, if your facility has a licensed capacity of 125 and has approval to operate a second shift that serves an additional 50 patients, you will be reimbursed for 175 patients. However, if the second shift serves an additional 125 patients that day (for a total of 250 patients), you will receive reimbursement for no more than 200 patients.
We would like our voice to be heard through your signatures to inform the public of this injustice. We appreciate your support and in behave of all Belleville Senior Health Services we want to thank you for taking the time to read this petition and and signing it.
