Netflix: Provide captions on "Watch Instantly" streaming content

I am deaf, hearing impaired, or am affected by hearing loss in some way. I am frustrated by the lack of captions in Netflix online streaming videos.
I currently pay a monthly fee for access to Netflix services, a portion of which is delegated to online streaming access. I am unable to utilize the online streaming access because there are no captions, yet you offer me no discount. This is both unfair and unethical.
Recently you introduced captioning on streaming of "limited" titles, which is less than 1\% of the Netflix library. This is clearly not a priority for Netflix. Dozens of TV network web sites offer all streaming content with captions available, as does Hulu and others. You are way behind, and you are treating your hearing impaired customers and prospective customers like they're second-class citizens.
I request that Netflix insert the ability to turn on captions or turn on subtitles in all of its streaming content.
