Existing Michigan law should be amended to permit an adopted individual born in the state of Michigan and 18 years of age or older to obtain a copy of his or her original birth certificate without qualification or restriction, thereby granting access rights equal to those of non-adopted individuals, and should provide birthparents with a mechanism for voicing a preferred method of contact, or stating a desire for no contact, but which would not prevent release of the birth certificate. Access to basic information regarding the circumstances of one's own birth is a civil and human right which should not be subject to limitation by any individual or institution.
