Outlaw Killing Animal Shelters

This is a petition asking the U.S. Government to outlaw kill animal shelters (Animal Shelters that will kill animals after they've been there for so long.) It's not fair that an animal must DIE BECAUSE NOBODY GAVE IT A CHANCE! If animal shelters can afford to put down HUNDREDS OR EVEN THOUSANDS of animals EACH AND EVERY YEAR, then why can't they afford to instead build additions onto their facilities, or transport the creatures to a DIFFERENT facility? If the Government REALLY cares about the U.S. animal population, THEY WILL OUTLAW KILL SHELTERS!
