Penalize Animal Killers

In the name of speed,many heavy vehicles such as super fast buses are not stopping for Animals such as dogs which cross the Roads resulting in their deaths. It should be made mandatory for drivers of Trucks,Buses,Cars to stop their vehicles whenever animals such as cats,dogs cross the roads. The RTA shoud take measures wherein drivers of such vehicles should be penalized if they do not adhere to this safety measures.
