Ms. Shi was a student in a two-year nursing program at Central Arizona College starting in 2005. Shi completed her first-year classes with excellent grades and received awards. In the fall of 2006, the Program was under the direction of a newly hired associate dean Ruth Ellen Carlson with newly hired instructors John Stevenson, and Michael Hughes. She was being treated disparately. One day, the dean Carlson verbally humiliated Shi for being a Chinese. Shi immediately filed an internal discrimination complaint with the College and filed similar complaints to the Nursing Board. As a result of her complaints and her report to the Nursing Board about the nursing instructors cheating on the tests, Shi was summarily terminated from the program by Ruth Carlson for stated reasons which were both fictitious and did not justify termination under the Student Handbook. Carlson denied Shi due process, even thought the original document produced by the Phoenix Children Hospital proves that the alleged accusations for the dismissal to be entirely false.
Not satisfied with destroying Shis career aspirations, Carlson conspired with board staff to initiate a complaint against this student's CNA certificate with the same fabrications. Shi thus filed a lawsuit in federal court against Carlson, Stevenson, and Hughes, et al. Discrimination and retaliation in this case are obvious. We thus ask you to prohibit discrimination in public accommodations by investigating and taking disciplinary action against the above Registered Nurse license. Ignoring unlawful conducts of racists would be further encouraging discrimination.
