Subject: Police Reforms
Dearest Sir,
We the ordinary citizens of this Great Nation INDIA, wish to bring to your notice the appalling, if not non- existent, inadequate, lethargic and utterly disappointing implementation of the police reforms .
The need for police reforms have been well acknowledged since 15th November, 1977, when a National Police Commission appointed by The Government of India, was established to have a comprehensive review at the national level of the police system after independence despite radical changes in the political, social and economic situation in the country.
Various other committees have been set up and Supreme Court orders passed between 1977 and 2009 the most recent being, The Supreme Court judgment delivered on 22nd September 2006 giving directions to the Central Government, State Governments and Union Territories for compliance till framing of the appropriate legislation. The Supreme Court had directed that seven clear time- bound directions be implemented within two year (this means by 2008 latest).
As we all know that these directions have not been followed for some reason or the other we all agree that the dastardly terrorist attack of 26/11 has exposed the Mumbai police force and hence the citizens of this country.
Finally as a Proud Citizen of this Great Nation INDIA I would like to request that you, the Honвble Chief Minister of Maharashtra take the lead in implementing police reforms in this state. We trust that, as a responsible Chief Minster we can count on you to implement Police Reforms at the earliest. I believe it's high time we "Rise Up!" to our responsibilities!
Thanks and regards,
A Concerned Citizen

Justice K.T. Thomas (Monitoring Committee on Police Reforms)
