Many of you will agree that the current format of the Irish Property Tax system is grossly unfair. Based on "Market Values" in a broken residential property market means that home owners are adjudicated their property taxes based on a sometimes ridiculous valuation. Furthermore, many homeowners of long standing may own a home rated at a high market value but do not have the disposable income to afford the high rate of property tax. Other comparisons of this tax are the based on the divide between urban and rural areas where a home of similar size and stature attracts widely different rates of this unfair tax.
This campaign does not oppose the principle of a property tax but endeavors to achieve a fundamental review of this taxation in it's present form to ensure that it is fair to all. In the constitution, everybody in the state should be treated equally, in terms of Income tax that is mostly the case , it is based on your income and therefore ability to pay. In the case of the property tax it is based on a notional wealth, and does not take account of any income or circumstance and ability to pay.
For example, a widow/widower dependent on the state pension, living in a home for the last 40 years near any city centre, could have their property valued > €1 million, whereas they bought it as a home and may never realise the notional wealth that this property tax is based on. Property tax should either be based on the size of the property or if it is absolutely necessary to base it on some level of notional wealth, then base it on the value the property was purchased, and levy some taxation on the sale price !
There are many solutions to evolve a fair system, these need to be debated and adopted by our Government.
