Hanoi has already failed in city planning. In the meantime, too many high-rise are raising in the sky (everywhere!!!) at the wrong placse e.g. VIT Tower, Vincom, Vietcombank, Kinh Do and Skyline just to mention a few. Investors and the Ministry of Construction don't consider, to which extent it will affect the skyline and the "personality" of HN. I'm a supporter of high-rises and modern architecture since it refelcts the development and the cosmopolitan of a city. But in case of Hanoi, certain regulations must be set up or get through refer to the height and the architecture to keep the aesthetic and the charm of Hanoi. Hanoi has a long history and an unique culture. As a matter of fact, it is an art city at the first sight. That's the reason why people like Hanoi and came for. The vnese eye want progress while the foreign eye want the real Hanoi. So HN has to make a compromise to satisfy both. The Ministry has to be more (very!!!) strict to keep Hanoi as it really is, especially around Hoan Kiem, Tay Ho and Ba Dinh. If EVN wants to build a new headquarter, then they should move to the west (Cau Giay /Tay Ho Tay) since it will become the new business district of Hanoi. Let Hoan Kiem District be the cultural and administration (for ministries) district of Hanoi. If there is division between west (for modern high-rises) and east (for neo-classical/ vnese-style low-rises), a characteristical skyline is able to form. It will look like a stair from the south perspective. I don't want Hanoi will end like Bangkok or Beijjing where they have played out their potentials. I'm also afraid that Hanoi will get antagonize itself when this action will become a trend among investors and the ministry.
