save the handicrafts artisans

we are creating handicraft articles.we resident at ursu warangal,(district)warangal (state)andhra pradesh,(country)india.we are the poor in society.
The governament of india.ministries of textiles.issue credit guarauntee fund for micro and small enterprises loans through the all national banks.we receiving
sanction letters from govt India,ministry of textiles from last one month but the bankers are behaving very neglegency,like beggers.they not giving correct information and
they asking land documents,govt jobers shurity.we are very poor we are depending only our profession.if we have any lands or govt jobs we not need finance.but we are the poor so we have no any shurity.so please give responce about this matter.the governament of india and state governaments are giving statements in news papers and media.but practically its diffcult to artisans to receiving benfits.
