Charity begins at home. As such, we respectfully petition that first and foremost, there be 49\% reservation for OBC in the Arjun-Singh-headed HRD offices (if not already), in the Congress Party, and in the Parliament. When this is achieved, it will be that much more natural to have quotas elsewhere.
