Petition the Congress to pass a Philippine law submitting all legislative office aspirants (from Municipal / City Councilors, Provincial Board Members, Congressmen, & Senators) to take an examination with the Civil Service Commission prior to filing candidacy to gauge their MASTERY on the Philippine Constitution, Democratic Liberal Government, Bill of Rights, and the Local Government Code of the Philippines.
A passing mark must be met at 75\% for Municipal or City Councilors, 80\% for Provincial Board Members, 85\% for COngressmen and 90\% for the Senate. Examination must be aired and done "Eat Bulaga" Q&A fashion!
All those who do not pass the examination are automatically disqualified to file for candidacy.
