This letter is in response to the proposed Senate Bill 697. I DO NOT support this bill.
As a horse owner, I do support the continued availability of non-veterinary equine dental practitioners. There is a proven nationwide shortage of rural veterinarians:

The California horse industry produces goods and services valued at $4.1 billion.
311,100 Californians are involved in the industry as horse owners, service providers,
employees, and volunteers. Even more participate as spectators.
There are 698,000 horses in California, over 70 percent of which are involved in showing
and recreation.
To provide dental care for just the 70\% involved in showing and recreation would require
280 full-time equine dental providers.
The AVMA reports 3743 equine veterinarians (just 75 per state) who must care for all
manner of equine malady, let alone support dedicated equine dental maintenance practices.

Approximately 10\% of veterinarians practice large animal or mixed practices. With a documented veterinary shortage, horse owners need options. Restrictive legislation increases the economic burden of educated horse owners and their right to choose the most economic and effective care for their animals.

The veterinary community needs help and the free market has shown a demand for skilled non-veterinary practitioners. The fact remains that non-veterinary practitioners fill a gap with needed skills that will not be spanned by a decreasing large animal veterinary workforce.

Non-veterinary practitioners provide much needed care, skill and economic relief. I support their right to work as well as my right to choose. I strongly oppose Senate Bill 697.
