Subject: Request to allow students to access their answer book with examiner's remark under Riights to Information Act 2005



Respected Sir,

I m Govind R Sharma a right to information activist and a victim student of Kakatiya University.

Sir,

You have given decision that students are not allowed to access answer books of students under rights to information act 2005 since it will decrease people's faith on examination system.

Sir I am completely agree with your decision but situation when you were students and now has completely changed. Today many people haven't faith over paper checking and mark awarding system of university.

Let I give three examples:

Sir, I had appeared and obtained my graduation through Kakatiya University, Warangal, AP. I have faithfully attempted all questions and by coming at home I re-checked my answer scripts. All answers and points were correct. In II year they asked two practical questions I still remember: "What is feel good factor, promoted by our PM?" and "CM of Andhra is a model of Development". Both questions were for 20 marks each and was practical. When the paper may have set, NDA government was in power and when I gave answer, NDA had lost power. So I defined answers tactfully. I also wrote all other questions in very same manner.

But when My result came in my hand, they awarded only 55.75\% aggregate to me in all paper of I, II and III year. It pushed my career on dark. Now I can't appear for SBI and other Bank's prob. officer's exam. I am not alone. They have played same with many other students. I had applied under RTIA 2005 for the answer books and remarks of the person who checked my paper for awarding such less marks and how should write the answer.

But I never got reply. When I was going to apply to appellate authority, your decision came in paper. I'm a poor man Can't afford legal expenditure and other processes so you were my last HOPE. But alas!



Now I'm giving you second example how careless universities are:

My one friend Mr Poola Arvind Shankar was student of B.Sc. (Chemistry) University of Mumbai (One of the oldest and most reputed university, isn't it?) in april 2004, university declared him fail. But He demanded answer book's zerox copy (Mumbai university provide it after charging 200 Rs but within 7 days of the declaration of result), he showed that paper to college professor and he advised him to apply for re-checking of paper. He applied and paid 1000 Rs for ths same. After 4 months in October month, University of Mumbai declared him pass in II class. (As you say that if answer script demanded with remarks, it will lessen faith of people on examining body. By this two incident, I haven't and many people who knew it also haven't, have you?). My friend wasn't alone. Atleast 60 students declared have passed exam in II class. (Mistake can happen once not sixty times). As per the rule, if any student's mark increases by 10\% he will get his 1000 Rs back) when my friend demanded it, the clerk reply that he would not get his fee refund. When he stated rule mentioned on form, he replied "Every year 100 of students pass like this, We can't give refund to everyone) Now university official self accept that they are careless in examining paper.



Third instances of such a girl: Gauri Biwalkar. She declared fail and she was unaware that within 7 days she had to apply for photocopy of answer books ( she was confident that she is pass in exam), finally university refused to provide her photocopy of answer books. She applied for it under right to information act but till today (2.5 months) they did not give reply. Then I was applying to state information commissioner and I read your decision in Hindustan times. So it was just wasting money to appeal to you.



Now you have well understood that what difficulties students have to face and how careless universities and examining bodies are.

I think it is enough to open your eyes.



If you don't trust on me, please demad report from all examination bodies of such cases. You will know the facts.
