Toutes nos pensйes sont tournйes en ce moment vers Haпti, pays oщ nous avons des racines, des amis, sociйtй avec laquelle nous travaillons - а travers des programmes de recherche menйs avec des enseignants et des chercheurs haпtiens ou des enseignements que nous y faisons, ou encore des йtudiants que nous formons -, pays aussi que nous йtudions pour sa contribution а lhistoire de lHumanitй et а celle de la Libertй. Nous prйsentons nos sincиres condolйances а chaque Haпtien et nous voudrions, plus particuliиrement, les adresser а nos collиgues des йcoles et des universitйs ruinйes par le tremblement de terre.

Lampleur du dйsastre est choquante mais au-delа des urgences vitales, il faut dйjа penser а lavenir et soutenir la reconstruction dun systиme йducatif et de recherche, gage dun avenir meilleur... sil est bien organisй. Le sйisme de dйcrochement qua connu Haпti devrait inviter а prendre cette rupture dramatique et fatale а trop dHaпtiens comme le signal des changements nйcessaires а opйrer vis-а-vis de ce pays, notamment en termes de reprйsentations dHaпti et de conception de la solidaritй internationale, les deux йtant liйs. Nulle fatalitй , ni malйdiction dans la destruction de la majeure partie des structures йducatives mais plutфt effet de lexode rural et installation dans des zones dhabitat prйcaires. Nulle agitation , ni dйsordre mais dignitй et rйsilience dans les descriptions de lйcroulement des bвtiments de lEcole Normale Supйrieure et dans les demandes de reprise des cours que font parvenir nos correspondants haпtiens grвce а lincroyable mobilisation des rйseaux de recherche internationaux а travers les rйseaux Internet. Les clйs dHaпti ne sont pas remises aux йtrangers comme le dit le Prйsident dHaпti, Renй Prйval, mкme si la solidaritй est demandйe а la communautй internationale.

Gйrard Barthйlйmy, anthropologue rйcemment disparu, na eu de cesse de rappeler que le mal dйveloppement en Haпti йtait inversement proportionnel а laide internationale apportйe au pays, il faut sans doute se le rappeler aujourdhui en ce qui concerne la formation. Il faut йviter que le rйseau йducatif soit reconstruit sur des initiatives dispersйes, lancйes par des nations, des organismes, ou des individus. Sous lйgide des responsables haпtiens, un schйma global intйgrant aussi bien les formations primaires, lenseignement technique (agriculture, artisanat) que le supйrieur et aussi la formation denseignants doit кtre йtabli. Cest la raison pour laquelle, dans la perspective de la prochaine confйrence de Montrйal du 25 janvier prochain, nous demandons а chacun de nos gouvernements, et ici au gouvernement franзais, den appeler а lorganisation dun plan international qui mettrait en synergie toutes les compйtences qui peuvent concourir а la remise en route du rйseau йducatif et de recherche en Haпti, fondement de la vitalitй culturelle et intellectuelle de ce pays et garantie de sa survie.

Sans attendre cependant ces dйcisions futures, il est indispensable de soutenir les chercheurs et йtudiants haпtiens au niveau des pays et universitйs qui les accueillent actuellement. Pour la France, nous demandons au Ministre de lEducation Nationale, а la Ministre de lEnseignement supйrieur et de la Recherche ainsi quaux Prйsidents des instituts de recherche et denseignement supйrieur le financement de chaires Haпti qui permettraient de recevoir des chercheurs et des enseignants, la crйation de bourses destinйes aux йtudiants haпtiens, la mise en place de missions denseignement et de formation en Haпti selon les besoins exprimйs par nos interlocuteurs. Nous demandons au Ministre de lIntйrieur, lattribution plus souple de visas pour les йtudiants qui veulent venir йtudier en France. Il en va de notre honneur denseignants, de chercheurs et de citoyens dans la communautй internationale.

Sustaining the Reconstruction of an Educational and Research System in Haiti

All of our thoughts are at the moment turned toward Haiti, a country where we have roots and friends, a society with which we work - through research programs carried out with Haitian teachers and researchers, our own teaching there, or the students that we train - a country also that we study for its contribution to the history of Humanity and of Freedom. We extend our since condolences to each and every Haitian, and we would like, specifically, to address our deepest sympathies to our colleagues and students of the schools and universities ruined by the earthquake.

The magnitude of the disaster is shocking, but beyond immediate emergencies, we must already think of the future and undertake the reconstruction of a system of education and research as a sign of a better future... if it is well organized. The earthquake of disengagement that Haiti has known in the past should invite us to take the dramatic rupture, fatal to so many Haitians, as a signal of the necessary changes that must be brought to bear upon that country, especially in terms of how Haiti is represented and implications for the concept of international solidarity, both being interconnected. There is neither irreversible "fatality" nor a "curse" in the destruction of the major part of the educational infrastructure, but, instead, highlights the effect of the rural exodus and establishment of precarious zones of habitation. What we have witnessed is not "insecurity" and "disorder" but dignity and resilience in the midst of crumbling buildings of the Ecole Normale Supйrieure and in the demand for resumption of classes that Haitian correspondents send via the incredible mobilisation of our international research networks through the Internet. The keys of Haiti are not being handed to foreigners as stated by the Prйsident of Haiti, Renй Prйval, even though solidarity is sought from the international
community.

Gйrard Barthйlйmy, an anthropologist recently deceased, never stopped reminding us that bad development in Haiti was inversely proportional to the international aid provided the country. We must, without doubt, remind ourselves of this with respect to education. Reconstructing the education network through dispersed initiatives launched by nations, organizations, or individuals must be avoided. Under the aegis of responsible Haitians, a global scheme integrating primary schools, technical (agricultural and artisanal) and university education, and training of teachers must be enhanced. In relation to the forthcoming conference in Montrйal this coming January 25th, we ask each of our governments, to support the organization of an international plan that would bring synergy to all initiatives aimed at the system of education and research in Haiti, which is essential to the cultural and intellectual vitality of the country and a guarantee of its survival.

Without waiting for future decisions, we insist on the necessity of sustaining Haitian researchers and students. We call for resources to support teachers and students through scholarships and bursaries that can be implemented as soon as possible. We also call for the establishment of Haitian Chairs for professors and teachers and the creation of training stations for education. We need to implement flexible visa and other requirements. Our honor as teachers and researchers in the international community is at stake.


En apoyo a la reconstrucciуn del sistema educativo y de investigaciуn de Haitн

Hoy todos nuestros pensamientos estбn enfocados en Haitн, paнs donde tenemos raнces, amigos, sociedad con la cual trabajamos a travйs de programas de investigaciуn llevados a cabo con estudiantes e investigadores haitianos, cursos que ahн impartimos o con estudiantes que formamos. Pero tambiйn paнs que estudiamos por su contribuciуn a la historia de la humanidad y de la libertad. Damos nuestras mбs sinceras condolencias a cada haitiano y quisiйramos muy particularmente darlas a nuestros colegas de las escuelas y universidades destruidas por el terremoto.

La amplitud del desastre es impresionante pero junto a las urgencias vitales, hay que pensar desde ahora en el futuro y apoyar la reconstrucciуn del sistema educativo y de investigaciуn haitiano, garantнa de un futuro mejor si йste estб bien organizado. El terremoto de fracturas que ocurriу deberнa invitar a considerar esta ruptura dramбtica y fatal para muchos haitianos como una seсal de los cambios necesarios que deben realizarse, en particular las representaciones que se hacen de Haitн asн como la concepciуn de la solidaridad internacional, ambas mutuamente ligadas. Ni fatalidad, ni maldiciуn en la destrucciуn de la mayor parte de las estructuras educativas, sino mбs bien la consecuencia del йxodo rural y la instalaciуn en zonas de hбbitat precario. Ni agitaciуn, ni desorden, sino dignidad y resistencia en la voluntad de retomar las clases de manera inmediata, segъn las descripciones que sobre el derrumbe de los edificios de la Escuela Normal Superior nos hacen llegar nuestros colegas haitianos, gracias a la increнble movilizaciуn de las redes internacionales de investigaciуn a travйs del internet. Las llaves del paнs no fueron entregadas a los extranjeros, como lo dice el presidente de Haitн, Renй Prйval, aunque se haya pedido solidaridad a la comunidad internacional.

Sin duda hay que recordarlo hoy en lo que concierne a la educaciуn. Hay que evitar que la red educativa sea reconstruida a partir de iniciativas dispersas, lanzadas por naciones, organismos o individuos. Bajo la supervisiуn de los responsables haitianos, hay que establecer un esquema global que integre educaciуn bбsica, educaciуn tйcnica (agricultura, artesanнa) asн como niveles de educaciуn superior y formaciуn de maestros. Es la razуn por la cual, en la perspectiva de la conferencia del prуximo 25 de enero en Montreal, solicitamos a nuestros gobiernos llamar a la organizaciуn de un plan internacional que ponga en sinergia todas las acciones que puedan converger a la puesta en ruta de una red educativa y de investigaciуn en Haitн, base de la vitalidad cultural e intelectual de este paнs y garantнa de su futuro.
