To: Prime minister Pol Lt Col Thaksin Shinawatra
Re: Support for the recommendations of Chaturon Chaisaeng on halting the violence and conflict in southern Thailand.
I support the recommendations which deputy prime minister Chaturon Chaisaeng made on halting the violence and conflict in southern Thailand, and call for those recommendations to be implemented urgently.
The recommendations summarized here are a summary of the opinions of a group of 230 religious leaders, MPs, and academics on 27 March at the office of the Islamic Central Committee, Pattani province and Prince of Songkhla University.
Problems over the role of the police
1. The practice of abduction, assassination, and forced searches at night gives rise to suspicion towards the government and creates fear among the people.
2. Police investigative procedures employing various forms of violence and torture have been used for a long time and are recently and frighteningly on the increase, creating hatred and dissatisfaction among the people.
Recommendations
1. Ensure correct and fair application of the law.
2. Stop totally the use of assassination and torture.
3. Sincerely improve the police personnel, and transfer police who have used torture on local people out of the area immediately.
4. Have the Special Case Investigation Department take a balancing role
with the police in investigating and arresting wrongdoers.
5. Withdraw police from the centre out of the area.
6. A neutral and independent mechanism should be established to follow up on suspects who have been arrested or abducted since 4 January 2004.
Problems over martial law
1. It has direct impact on the lives of people in various ways.
2. It enables state officials to act improperly for personal benefit.
Recommendations
1. Lift martial law.
2. However, some had the opinion that martial law should be retained so that the army can serve as a balancing factor against the police.
3. Support villages and communities to have a role in establishing systems for ensuring the safety of their own life and property with support from the government budget.
Problems over people's participation in development
1. Muslim people feel that they have no proper participation in various government projects.
2. Government projects are thought up from the centre and do not accord with the needs of people in the area.
Problems over education
Government should give importance to education, and should enable local people to have a role as personnel, and have more participation in education.
Recommendations
1. Hire local people as teachers, because 3,000 positions are vacant, and there is an equal number with bachelor degrees.
2. Border Patrol Police officers should not act as teachers.
3. Establish an Islamic studies curriculum, and establish an Islamic College.
4. Establish vocational training and education.
5. Give independent status to Prince of Songkhla University, Pattani Campus.
6. Allocate scholarships for poor Muslim children.
7. Allow teaching in the Central Malay language.
Problems over pondok schools
Pondok schools must be retained. Recommendations:
1. Register pondok schools, but not as public schools and do not force them to be private schools teaching only Islam.
2. Support a role for pondok schools as an alternative education according to preference.
3. Determine which government office should be responsible for pondok schools.
General recommendations
The issue of dual nationality is mostly of use to people for making a living and getting education, so government should not be over strict as it will greatly affect people who go to work in Malaysia, especially in the Tom Yam Kung restaurant business which employs over 500,000 Thai.

at Pattani Provincial Hall.
Problems
1. There is real misunderstanding and antagonism between the army and police which causes delay in the solution of problems.
2. More than 50 per cent of the violence problem arises from government officials; 25 per cent from internal problems such as unemployment and drugs; and the remaining 25 per cent from bandit terrorists groups which can still operate in other countries.
3. Lack of cooperation from the people both over information and cooperation in solving problems.
4. Lack of an organization which is reliable and commands the confidence of the people such as the Southern Border Provinces Administration Centre.
5. Some instructions have not been properly implemented, especially over the abduction and arrest of suspects without evidence, and forced searches of people and places.
6. The problem of martial law is that official actions create fear and apprehension among the people, such as: the actions of the police manning checkpoints; searches carried out with large reserves of force; and methods of calling suspects for questioning.
7. Because of fear and pressure, many people, especially youth, have gradually fled to live in Malaysia. At the same time, government officials such as doctors, nurses, teachers, and police ask to be transferred out of the area in large numbers.
8. National-level politics in the locality is a part of the violence problem in the southern border provinces.

Points of consensus
Separatism is a minority opinion. The majority still think of themselves as patriotic Thai people. Government should tell them apart and not lump them together.
Recommendations on security
1. Government leaders should listen to information from civil officials together with armed services (army, police). Government should not listen to information from one side only.
2. Government leaders should not use words which affect the feelings of the people such as "if you do not want to be Thai, go and live somewhere else."
3. Martial law should be lifted, but soldiers should be retained in the area by changing them to development soldiers.
4. Government should have a policy to take good and proper care of those who give themselves up.
