The AFCD(HK) uses needlessly violent methods of catching stray dogs

This case happened in the evening (about 9:00 p.m.) on 18th July, 2010 at Tin Shui Wai Ginza Square, Hong Kong.
Two black stray dogs were tied tightly by the cords of the AFCD officials. Witnesses wowed to ask the officials to loosen the cords as the dogs only tucked their bodies on the ground, thus showing no signs of attacking humans.
IT WAS GROUNDLESS FOR THE AFCD OFFICIALS TO FURTHER STRANGLE THE DOGS UNTIL THEY WERE INJURED, LEAVING A BLOOD STAIN ON THE GROUND.
The Hong Kong Police were later dispatched but they did not look into the problem of which dogs were abused. They took no records of witnesses' identification nor any information concerned. They sent the crowd away and no follow-ups was arranged by any government department.
We hope to disseminate such unscurpulous act by the Hong Kong Government so that the practice of USING NEEDLESSLY VIOLENT METHODS OF CATCHING STRAY DOGS by the Argiculture, Fisheries and Conservation Department(AFCD)would be examined seriously.
