The Immediate Investigation And Reduction Of The United States National Drinking Age

All members of the Congress of the United States of America; all Senators and Members of the House of Representatives:
A petition to immediately conduct extensive investigation into the matter of underage drinking. This investigation should include, but is not limited to:
1. Defining the reasons behind underage drinking
2. A comparative analysis between United States drinking laws and the rest of the world, with specific focus on the United Kingdom, Germany, France, Italy, Canada, and Spain. This comparative analysis should compare underage drinking, binge drinking (with specific focus on university), drunk driving stops, and drunk driving fatalities.
3. An extensive survey across the nation to determine a census of opinions across every race, religious preference, sex, and age of no less than 1 million individuals.
Upon competition of said investigation we demand that:
Nationally, individuals of 18 or 19 years of age (whichever is preferred by the census) be permitted to drink any alcoholic beverage currently legal to individuals 21 years of age, with the addition that any individual (regardless of age) be permitted to drink within their homes under parental supervision.
We believe that these measures will act as a step in the right direction towards resolving concerns of underage drinking, drunk driving etc. and will end the hypocrisy of the national law, the simply philosophy that men and women can vote for their president, drive a motor vehicle, save lives (lifeguards, emergency medical technicians etc.), get married, smoke tobacco, and most importantly, die for their country, without the ability to consume any alcoholic beverage.
