INTENDENTE DE LA MATANZA SR. FERNANDO ESPINOZA:
Pedimos que en en el PARTIDO DE LA MATANZA se termine absoluta e inmediatamente de matar perros y gatos como metodo para controlar su poblacion, y se implementen Programas de ESTERILIZACIONES MASIVAS, GRATUITAS, EXTENDIDAS Y SOSTENIDAS EN EL TIEMPO.
Realizandolas de manera efectiva, esto es en numero tal que se logre un impacto en la poblacion de animales (70 \% de la poblacion estimada, mantener esta Tasa de Impacto por 6 meses, y luego un ritmo constante y permanente del 30 \%). Y deben ser focalizadas en las zonas carenciadas del Municipio para ser efectivo, instrumentandose PUESTOS DE ESTERILIZACION, VACUNACION Y TRATAMIENTO DE LAS ZOOANTROPONOSIS, FIJOS Y PERMANENTES DURANTE TODO EL AÑO. De no ser asi, todo intento de control efectivo, fracasa y los recursos son desperdiciados.
Y tambien denunciamos, Sr Intendente, el maltrato que sufren los animales alojados en el Centro de Zoonosis, violando la Ley Nacional Penal N 14.346 de Proteccion al Animal y malversando fondos publicos por negligencia al no cumplir con las Obligaciones del Funcionario Publico.
No queremos mas matanzas ni abusos de animales.
Queremos mas esterilizaciones gratuitas.
El Pueblo Soberano se lo pide.

We people ask to stop killing dogs and cats as a method to control population, an to set in motion SPAY/NEUTER PROGRAMS, do them properly, having 70\% of estimated population spay/neutered as an impact rate maintained for six months, that will bring mesurable results at the short time, then the rate can be lowered at 30\% of the estimated population as a maintaining rate. The program to be successfull has to be focussed on the poorest city zones setting permanent spay/neuter and vaccinating centers. If not the all program flunck and resourses spoiled.
We also, give you notice about the abuse suffered by the animals hosted at the County Center, infringing National Law about Animals Rights N 14.346, and spoiling public founds uncaring about their responsabilities as public functionaries.
No more slauthering and animal abuse.
Free neutering and spay programs.
We Citizens ask You.
You have the solution at hand.

Los animales son seres sintientes, vergûenza ajena sentimos muchos al tomar conocimiento de que estas cosas suceden en los centros de Zoonosis.

Es necesario tener una política activa en cuanto a los derechos de los animales, es cada vez mayor el abandono de mascotas a su suerte. Debería existir un registro para habilitar a las personas para ver si son aptas para el cuidado de los animales.
