They have had numerous appearances, and room for a new flashback about Rose's daughter has been made. Desmond has one flashback and is in it for half the time, and is upgraded! Ben ("Henry Gale") did 7 episodes, no flashbacks, and bingo! upgraded.
So, we ask that the couple are upgraded, and their full potential can be released.
