Protest against massacres of Vietnamese fishermen by P R China’s Navy

In the past few days, the international press has reported an incident in the Gulf of Tonkin in the night of January 8, 2005, in which navy gunboats of The People’s Republic of China brutally murdered 9 Vietnamese fishermen, critically injured 5 and kidnapped 8 others. Despite the fact that the survivors made land and reported the massacre by gun boats flying the PRC’s flags, the Vietnamese government and its state-controlled press did not announce the brutal murders by Chinese gunboats until Jan 13th.
AFP reported on Jan 13th that Mr. Do Hong, Communist Party secretary of the Hoa Luc village, home of most of the victims, confirmed that the PRC admitted that 8 Vietnamese fishermen were killed in a fishing dispute. In addition, Mr. Do Hong confirmed that officials from the PRC admitted that the massacre occurred in territorial water still under negotiation by both countries.
It is noteworthy that on Jan 13th, Vietnamese Prime Minister, Mr. Phan Van Khai received in a major ceremony China’s Vice Chairman of the National People’s Congress, Ms. Gu Xiuliann. In this reception, Mr. Phan van Khai shamelessly celebrated the “spirit of friendship” between two nations, but had no courage to mention the massacre of Vietnamese fishermen by Chinese Navy. Most recently on Jan 15th, 2005, China’s Ministry of Foreign Affairs brazenly claimed that Chinese Navy had shot to kill and arrested a number of Vietnamese “pirates.”
As the leaders of the Vietnamese Communist Party and its government demonstrated their complete lack of courage and conviction in the defense of Vietnamese lives and their security, they have proved that they do not possess the leadership qualities necessary to govern Vietnam, as well as to defend our Fatherland. In addition, by signing the 2 treaties in 1999 conceding large Northern territories and territorial waters in the Gulf of Tonkin to China, and by reacting in perfunctory manners to the massacre of Vietnamese fishermen, the leaders of the Vietnamese Communist Party have furthermore proved their subservient nature to China and their ready tendencies to betray their own country and people
In light of China’s brutal violations of the lives and property of Vietnamese fishermen and the lack of actions on the part of the Vietnamese Communist Party and its government, The Vietnamese Federation For Fatherland's Integrity:
1. Strongly condemns and brings to the attention of public opinion in Vietnam, and the world, the brutal act of murdering Vietnamese civilians by the PRC’s Navy. In addition, we strongly object to the PRC’s accusations of the victims as “pirates” as serious insults to the dead victims as well as to all Vietnamese.
2. Demands the PRC to offer official apologies and to pay appropriate compensations for the victims’ families, and to effect immediate release of all kidnapped victims, including 80 fishermen being held on the island of Hainan since Dec 28th, 2004.
3. Strongly protests the fearful and cowardly attitudes exhibited by the leaders of the Vietnamese Communist Party and its government at the face of aggression committed by the PRC. The leaders of the Vietnamese Communist Party have shown their complete disregards for the lives and property of Vietnamese citizens, and their complete lack of courage and national pride when they failed to address the massacre with the government of China, even when they had the opportunity with China’s Vice Chairman of the National People’s Congress on Jan 13th, 2005.
4. Serves warning to the people of Vietnam of the Vietnamese Communist Party and its government’s traitorous relationship with their masters in China. The weakness and silence demonstrated by the Vietnamese Communist government in failing to address the issue of this massacre of Vietnamese fishermen in the Gulf of Tonkin are concrete evidence that the Vietnamese Communist Party would readily sacrifice Vietnam’s sovereignty and the rights and the livelihood of her people.
5. Solemnly urges everyone of Vietnamese descent to unite to earnestly contribute to the building of a foundation for true democracy and freedom for Vietnam, as the foremost way to preserve our Fatherland and the independence of Vietnam.
