Can the courts allow these dogs to go back to individual that did this? We may have a fight on our hands if they do.

Yes! Animals should have rights. When a person abuses an animal in anyway there is no difference if it was a person. Abuse is Abuse, we need stronger laws. People who harm animal seem to be the same people who harm people. Laws should be changed and have
