Bill C-23 is currently being forced through parliament in order to stop one individual, albeit a reprehensible one, from receiving a pardon. Once the pardon regime has been irrvocably altered, prevention, rehabilitation and deterence will no longer be its focus. Punishment of former offenders and 'looking tough on crime' will be the only remaining goals.
